Citation for OBE:
‘Lieutenant-Colonel Gardiner-Hill has been in charge of an establishment concerned with surveying and mapping operations of a security nature for over two years. The post was upgraded to Lieut Colonel on 1st January 1965. He has the control of a civilian staff comprising technical grades in the mapping field and also a team of specialist trained Royal Air Force officers. He has no Army personnel under him.
The organisation is a new one and he has had the entire responsibility of starting it and putting it on a production basis. This has needed such original thought and personal guidance, particularly in the mathematical field. Because the work is of a completely new nature, he has had to organise an initial series of trials followed by tests of times, accuracies and capabilities, followed by production. Lieut Colonel Gardiner-Hill has been almost entirely on his own, unable to seek advice and unable to share his problems because of the security of the work, and he has had to carry the organisation on his own shoulders. That he has succeeded so brilliantly is entirely due to his intelligence and the energy he has put into the work and his excellent relationship with his mind staff. He is a source of inspiration to them whether it be in getting a new lock fixed or in solving an abstruse surveying problem. He has had many contacts with Army, Air Force and civilian personnel of the U.S.A., including a month’s visit over there, and his relationship with them is excellent.
The nature and responsibility of the post fully warrants the rank of Lieut Colonel, and his earlier work as a Major was not only well above what would be expected of a person of that rank but also exceptionally successful. Since being promoted, he has developed his capability and more than justified the great responsibility which he carries.
I strongly recommend Lieut Colonel Gardiner-Hill for the award of the O.B.E.’
